Equipment order changes
Equipment substitutions from China: a Hawaii buyer’s review checklist
The supplier says the specified controller is unavailable and offers another one. Before answering, put the proposal beside the equipment configuration you agreed to buy. An equipment substitution review should establish exactly what changes, which requirements need another check and who can decide. A familiar brand name or an unchanged total price leaves those questions open.
Give the proposal its own reference
Keep the original specification and supplier acknowledgement. Create a change record that names the order, affected unit, original configuration revision and proposed replacement. Ask whether the proposal concerns a component, the complete machine or an accessory. Record whether the substitute has already been fitted.
Ask for the original and proposed manufacturer and model references, the reason for the change and the supplier’s comparison against your stated requirements. Put an unanswered field in the open-question column. A message saying “same function” is a starting point for that comparison, not a completed review.
If several changes are bundled into one offer, list each one. A different controller and a different frame dimension may need different reviewers and supporting documents. Keep the proposed configuration separate from the version currently agreed.
Trace the change through the whole order
Compare the replacement against the job the equipment must do. Ask which operating limits, interfaces, settings or test conditions change. For a powered machine, give the complete revised electrical and control information to the qualified person responsible for installation. Do not infer site compatibility from a replacement motor or controller label alone.
Follow the consequences into the documents and loose items. Ask whether the manual, wiring diagram, software information, spare-parts references or supplied accessories need revision. Check whether the agreed support arrangements cover the proposed configuration. Keep unanswered support questions attached to the same change record.
Ask the supplier whether the finished package changes. A larger guard or separate attachment carton can affect package dimensions, gross weight or count. Give revised cargo data to the transport and receiving providers for assessment. An unchanged equipment price does not establish that shipping or handling costs are unchanged.
- Work requirement and performance evidence affected by the substitution.
- Electrical supply, controls and installation interfaces requiring specialist review.
- Manuals, drawings, parts and support records to revise.
- Final package data and handling arrangements to reassess.
- Price or scope changes requiring an explicit decision.
Record a decision for the stated change
Identify the person authorized to decide for the buyer and the technical reviewer needed for the affected requirements. Record the evidence each reviewer needs. Keep the item awaiting review while the response is incomplete; an acknowledgement that a message was received should not be entered as approval.
Write the decision against the exact proposal and revision. It may accept the stated substitute, decline it, or leave it open pending specified evidence. If acceptance has conditions, record each condition and the evidence needed to close it. Confirm with the supplier which work must wait and who will communicate the release instruction.
The record coordinates the decision. It does not rewrite the purchase agreement, certify the machine or give a shipping coordinator authority to accept a technical change. Resolve any contract or responsibility question with the parties responsible for that agreement.
| Review item | Question to record |
|---|---|
| Baseline | Which order, unit and agreed configuration revision does this proposal affect? |
| Change identity | What are the original and proposed component references, and is the substitute already fitted? |
| Requirements | Which operating limits, interfaces and test conditions need another check? |
| Documents and support | Which drawings, manuals, software information and part references change? |
| Cargo impact | Do final package count, dimensions, gross weight or handling details change? |
| Decision | Who can decide, against which evidence and revision, and with which remaining conditions? |
| Actual unit | What evidence connects the accepted revision to the machine being packed? |
| Release | Who separately confirms collection release after reconciling the current records? |
Use the blank CSV for the working record. Keep private order references and contact details in that private copy. Empty entries remain questions, not approvals.
Check the fitted configuration before collection
After an accepted change, request the revised configuration record and evidence of the unit actually prepared for your order. Cross-reference component labels, revised drawings and agreed test results. Keep the earlier records marked as superseded so the reviewer can follow what changed.
Illustrative scenario: a supplier proposes controller B in place of controller A. The buyer asks for revised control documentation and a demonstration against the agreed task. While those records are missing, the change remains awaiting review. If the designated reviewer later accepts the specified revision, the supplier still needs to show that the actual unit matches it. This is a fictional workflow example, not a customer case or a recommendation for either controller.
Keep change acceptance and collection release as separate entries. Before cargo moves, reconcile the current specification, remaining conditions, finished packing data and dispatch instructions. Confirm who can release the order. Where several suppliers are involved, carry the updated readiness status into the combined plan.
Send a request that leaves the decision clear
Adapt this wording to the actual order. Include the agreed specification and name the person who will review the response.
Please identify the proposed substitution for order [reference] and configuration [revision]. Send the original and proposed component references, a requirement-by-requirement comparison and the affected drawings, manuals, parts and test records. Confirm whether the replacement has been fitted and whether final packing or handling data changes. Please keep the proposal separate from the agreed configuration and confirm the work that will wait for our recorded decision.
For a discussion with Super Value Hawaii, provide the original configuration, supplier’s proposal, open questions and intended receiving island. We can discuss sourcing and shipment coordination within the agreed scope. Technical acceptance belongs with the designated reviewer. Each island’s onward arrangements and fees need separate assessment; a revised order does not reserve shared container space to Hawaii.
