Comparing China-to-Hawaii shipping quotes: a scope worksheet

By Super Value Hawaii ·

One offer says “shipping to Hawaii.” The other lists factory pickup, ocean transport and delivery to your address. You have two totals, but the totals describe different jobs. When comparing China-to-Hawaii shipping quotes, check that both offers use the same cargo list, pickup point and receiving conditions. Then ask each provider to fill the gaps in writing.

Give both providers the same comparison basis

This worksheet is for equipment, machinery, farm supplies and bulky commercial cargo. It helps you compare the work being purchased. It does not estimate a freight rate or determine the taxes on a particular product.

Save the packing list you sent with the first request. Use that same revision for the second request, or ask the first provider to update its offer. A quote based on an estimated crate can change when the finished packing is measured.

Put these facts above your comparison sheet:

  • Cargo-list revision and date, package count, packed dimensions and gross weights.
  • Pickup point: collection at each factory, or receipt at a named consolidation location.
  • Supplier-ready dates and any goods that might travel separately.
  • Destination island and ZIP code, plus the proposed handover point.
  • Access conditions, the agreed unloading job and who supplies the handling equipment.
  • Quote date, validity, currency and the shipment arrangement being assessed.

An island name alone leaves too much open. “Available for collection at the named receiving warehouse” and “delivered to the accessible unloading point at your farm” require different work. Ask both providers to quote the endpoint you actually need. If you prefer to collect the cargo yourself, state that choice explicitly.

For the information to gather before requesting an offer, use our shipping quote checklist. This article starts at the next step: reviewing the offers you have received.

Mark every cost as included, separate, conditional or unresolved

Use four labels. Included means the written offer identifies the service and includes its charge in the quoted total. Separate means you have a separately stated amount or another party must quote it. Conditional means a defined event may create a charge. Unresolved means the provider has not confirmed the answer.

A conditional charge can have a confirmed charging basis even when the final amount is unknown. If the provider has not explained the trigger or basis, mark those details unresolved.

A blank cell stays unresolved. “As incurred” needs a basis: which charge, which event, which party bills it and how the amount will be established? Several services can be bundled into one figure, but ask the provider to identify exactly what the bundle covers.

Copy the table into a spreadsheet. In each quote column, record the label, amount if confirmed, currency and responsible party. Keep an unresolved amount visible rather than entering zero.

These are questions to check, not charges every shipment will incur. Some lines may be marked “not applicable,” with the reason recorded. Customs services and duties need separate answers even when an offer uses one heading for both.

Illustrative scope map comparing an offer ending at a Hawaii collection point with one extending to an agreed local delivery point; unloading remains a separate question.
Illustrative scope map, not actual customer quotations. Named endpoints help reveal a service gap; they do not establish which charges are included. Unloading and placement still need an explicit answer.

Read the conditions beside the total

Check what quantity the price uses. A figure per package, per shipment, per container or by another charging basis cannot be compared until each provider explains how it applies to your cargo. Ask about minimum charges, measurement adjustments and whether adding one separate accessory carton changes the calculation.

Record the original currency. If you convert the offers into one currency for your own worksheet, write down the exchange rate and date you used. That conversion helps your comparison; it does not change the provider's invoicing or payment terms.

For conditional charges, ask for the trigger and basis. For example: when would storage start, what time or quantity would it be charged against, and who would notify you? If an examination or extra handling is required, ask how the cost would be documented. Record conditional charges separately from the confirmed base scope. Leave missing triggers, rates or calculation methods marked unresolved.

Check quote validity and the steps still required before a booking or cargo acceptance can be confirmed. A preliminary estimate, a quoted service scope and a confirmed shipment arrangement are different stages. Shared container space to Hawaii still depends on cargo compatibility, readiness and actual available space.

Work through a scope difference before choosing

Consider this illustrative situation. You are buying one crated machine and a separate accessory carton from two suppliers. Both offers use the same final packing list. Offer A ends with collection at a named Hawaii receiving location. Offer B includes local delivery to an agreed accessible point at the farm. Neither offer confirms unloading.

To compare them, ask the provider who issued Offer A for the missing delivery scope, or obtain a separate delivery quote with the same receiving conditions. Ask both providers to confirm how the crate and accessory carton will be released and handed over. Then settle unloading with the party who will perform it. Do not assume delivery includes a forklift or placement inside the building.

Your sheet should show the confirmed base amount, separately quoted services, conditional charges and open items. Add the confirmed charges for the same required scope using a consistent currency basis. Keep conditional charges and unresolved items beside that subtotal so neither offer appears more complete than it is.

For a Hawaii farm or equipment delivery, our unloading checklist explains what to send about access, handling and the transfer point.

Send one written clarification request

You can copy this message and attach your worksheet:

Please review your quotation against cargo list [revision/date]. The required pickup point is [location], and the required Hawaii handover point is [island, ZIP code and agreed location]. Please mark each worksheet item included, separate, conditional, unresolved or not applicable. For separate and conditional charges, identify the responsible party, currency, charging basis and trigger. Please state separately whether customs services, duties and taxes, local delivery, unloading and cargo insurance are included. Also state the offer's validity and which cargo or receiving changes would require a revised quote.

Keep the reply with the quotation. If a provider changes the scope, ask for a revised offer that references the same packing list and handover conditions. That gives the receiver and the person approving the payment the same record to work from.
